TOWN BOARD REGULAR MEETING, TUESDAY, August 4, 2020 6:00 PM, CROW WING TOWN HALL
Board Members Present: Chairman Greg Smith, Supervisor Tucker Schuety, Supervisor Doug Kern, Treasurer Sue Kern, and
Clerk Duane Ruona.
Greg called the meeting to order at 6:00 pm and the pledge of allegiance was recited.
Doug made a motion to approve the agenda as written. Tucker seconded, motion passed 3-0.
There were no gopher bounties.
Under New Business the Golden Oaks Development deposit refund was discussed. The Clerk had costs for snow removal, sweeping,
mowing, and crack sealing during the two years since the Township took over the road. After discussion, Doug made a motion
to refund $1,216.70 to Joe Schommer for the balance of the deposit for Golden Oaks Road. Tucker seconded, motion passed 3-0.
A Utility Permit from Telcom Construction for buried cable on 70th Avenue was reviewed. Greg made a motion to approve
permit 20101 for buried cable on 70th Avenue. Tucker seconded, motion passed 3-0.
Under Old Business the Wade Tomberlin property violation was discussed. Wade was at the last Town Board meeting with
his septic certification. Doug and Paul Stephany will do an inspection on Monday, August 10, 2020 before the Planning Commission
meeting. Chad Jillson has dumped aluminum on the Tower property adjacent to his property. A call was received from the Tower
property owner complaining about the debris on their property. Doug will contact the Tower property owners about being able
to remove the items. Josh Neelan has a trailer in the road right-of-way.
Brad said that the applicant whose rezoning request was denied will bring a request for a Conditional Use Permit for Storage
Garages to the next Planning Commission meeting.
Payroll was reviewed and approved.
The Treasurer's report and claim numbers 1329-1346 were reviewed and approved.
Under the Road Report Brad asked if the tractor was working now. It has been fine after the hidden fuel filter was changed.
He also asked about the progress of mowing township roads. Doug said that mowing is almost done and should be finished this
week. The extensions on the south culvert on 50th Street are done but the one to the north is not done yet. Dale's Excavating
was installing them. Tucker will check on it. There is a sink hole on 50th Street that needs to be looked at and there is
a pothole on 75th Street. There are tree branches hanging over some roads and Doug will take care of them. Doug received
a call about a driveway washed out onto Erin Road and informed the caller that the driveway repair was up to the property
owner.
The quotes for the Lone Oak Road and Gorron Road culvert repairs were reviewed. Knife River will build up the road over
the culverts for $19,900. Anderson Brothers will remove the culvert on Lone Oak Road and excavate 1.5' below the pipe, fill
with rock and reset or replace the culvert for $14,898.61. After discussion, Greg made a motion to accept the quote from
Anderson Brothers to repair the culvert on Lone Oak Road for $14,898.61. Doug seconded, motion passed 3-0.
Under communications a request from a resident on Burr Lane for a DEAD END or NO OUTLET sign on Ravenswood Road at the
intersection with 70th Avenue was discussed. Greg made a motion to install a NO OUTLET sign at the intersection of Ravenswood
Road and 70th Avenue. Tucker seconded, motion passed 3-0. Notices about the Brainerd dam, MAT District 8 Zoom Meeting on
August 18, 2020, and a CARES Act pooling of funds request from Crow Wing County were reviewed. No action was taken.
Under Administrative Business the township bank account balances were discussed. Because of the timing of receipts and
road construction billings the amount in our bank accounts include a large amount not federally insured. Greg made a motion
to have the Treasurer open an account and move money as necessary to be federally insured. Doug seconded, motion passed 3-0.
Under Announcements the Clerk will be out of town from August 6th through August 9th. A letter was received from a website
developer about replacing the township website. Tucker will contact the person and find out what he has to offer.
A motion was made by Doug to approve the minutes of the July 14, 2020 regular meeting with corrections. Seconded by Tucker.
Motion passed 3-0.
