Crow Wing Township Planning Commission Meeting
June 8, 2020 6:00 PM

Commission Members Present: Brad Arnold (Chair), Dan Lee, Doug Kern (Township Supervisor) and Duane Ruona (Township clerk).

Commission Members attending via telephone: Paul Stephany, Linda Schuety, and Justin Burslie (Previous Planning & Zoning Administrator).

Carol Wermter of 8332 50th Avenue joined the meeting at 6:20 PM via telephone.

Brad called the meeting to order at 6:00 PM.

An item for discussion about future meetings was added to the agenda under New Business.

There were no public hearings.

Dan made a motion to accept the minutes of the May 11, 2020 meeting as written. Seconded by Doug. Dan Lee voted yes; Linda Schuety voted yes; Paul Stephany voted yes; Doug Kern voted yes; Brad Arnold voted yes. Motion passed 5-0.

Under New Business the Mills parcels on the south side of Business 371 was discussed. Parcel numbers 560205345, 56020535, 56020543, 56110596 and 56110597 are not shown on the current Crow Wing Township Land Use Map. Justin looked back on the tax statements and they are listed as being in Crow Wing Township. When the Mills property on the north side of Business 371 was annexed into the City of Brainerd in 2007 these parcels remained in the township. Originally they were to be included with the north property annexation but when everything was finalized, the south property was not included in the annexation. The property needs to have a zoning classification and could be rezoned C-1 or C-2 as is similar property along Business 371. Based on previous taxing and use, the property was considered green space before annexation of the north property took place. The current Agricultural/Forestry designation is similar to green space. After discussion Dan made a motion to recommend to the Town Board that parcel numbers 560205345, 56020535, 56020543, 56110596 and 56110597 be designated Agricultural/Forestry. Doug seconded. Dan Lee voted yes; Linda Schuety voted yes; Paul Stephany voted yes; Doug Kern voted yes; Brad Arnold voted yes. Motion passed 5-0. Justin will notify the Town Board of the recommendation.

The procedure for upcoming meetings was discussed. Justin stated that meetings are still limited to 10 people. The Planning Commission could meet at the town hall within the 10 person limit. It was decided to try to hold the July 13, 2020 meeting at the Crow Wing Town Hall.

Under Old Business the Comprehensive Plan review was discussed. The Land Use Map is the next issue to be reviewed. Justin said the graphics are being worked on at Sourcewell. After discussion, it was decided to wait until the next meeting to review the map.

The Chad Jillson violation was discussed. A neighbor has talked to the County Attorney and the Probation Officer handling the case and was told that there is nothing they can do to force Mr. Jillson to clean up his property even though it is listed as a term of his probation. Doug will bring the information to the Town Board meeting on Tuesday. The Engholm violation was removed from the violation list by the Town Board. Wade Tomberlin was at the last Town Board meeting and said he would have his current septic certification, proof of waste disposal, and have the listed items from a previous inspection removed from the property by the Tuesday, June 9, 2020 Town Board meeting.

The North Central Speedway noise complaint from last month was discussed. There were races last Friday and they were rained out on Saturday. There has been very little practice recently and no new complaints have been received. Cliff Sasker attended the last Town Board meeting and said the excess practice times would be reduced when they were able to start racing. Carol said that the race schedule is on their website.

The complaint received about all the vehicles at 9882 Ravenswood Road was discussed. A letter was sent to the property owner on May 15, 2020 but nothing has been done yet. Justin will reach out to the property owner to see when progress will be made.

The Planning and Zoning Administrator's report was reviewed. Eleven permits have been issued and there has been more activity recently. Nate is on parental leave for two weeks and the suspension of office hours at the town hall will continue for now. Email correspondence has been received asking about another inspection of the Fletcher property. Brad suggested an inspection be conducted as part of the July 13, 2020 meeting. Justin thought it could be listed as a public meeting for concerned residents to attend also.

Town Board Correspondence was reviewed.

Linda made a motion to adjourn, Dan seconded, meeting adjourned at 7:03 PM.
