TOWN BOARD REGULAR MEETING, TUESDAY, October 8, 2019 6:00 PM, CROW WING TOWN HALL

Board Members Present: Chairman Greg Smith, Supervisor Dave Schultz, Supervisor Doug Kern, Treasurer Sue Kern, Clerk Duane Ruona.

Greg called the meeting to order at 6:00 pm and the pledge to the flag was recited.

Doug made a motion to approve the agenda. Dave seconded, motion passed 3-0.

There were no gopher bounties.

Under New Business the road supervisor winter responsibilities was discussed. Greg suggested that Gerry be approved to use the township truck as necessary to help with winter snowplowing issues. Doug made a motion to allow Gerry to handle winter issues that come up. Greg seconded. After discussion the motion passed 3-0.

Under unfinished business Blake Christopherson was present to ask about the Chad Jillson property cleanup. The access along the Jillson property line to the tower property is partially blocked by vehicles and other items. The township has not heard anything from the probation office about the cleanup as part of his probation. The clerk was instructed to contact the county about the issue.

Under public comments Nick Arndt of 9687 Ariel Drive was present to discuss the neighbor's fence at 5505 Catherines Way. That property owner has put up a fence between the two properties but the good side is facing in to that property, not to the neighboring property as required by township ordinance. Mr. Arndt has contacted the neighbor about the fence but nothing has changed. The clerk was instructed to send a letter about changing the fence to comply with the ordinance.

The Planning Commision did not meet yet this month. The complaint from a neighbor of Fletcher Trucking about the trees that were planted as screening will be sent to Justin Burslie to be discussed at the next Planning Commission meeting.

Payroll was reviewed and approved.

Treasurer's report and claim numbers 1134-1150 were reviewed and approved.

Road Report. Dave sold two mailbox supports and issued one entrance permit this month. Cuyuna Avenue extends all the way to the driveway at the west end. Brad Gorron needs to be notified that the snow plow operator needs to plow all the way to the driveway. Dave had a request for a second driveway for a property on the corner of Lone Oak Road and Lone Oak Drive. Greg made a motion to approve a second entrance for Don Hines at 7371 Lone Oak Road with the property owner paying for the culvert. Dave seconded, motion passed 3-0. Dave picked up the culvert extensions in Shakopee for 50th Avenue that the township bought through the Crow Wing County Highway Department to save the $730 freight charge. Dave finished mowing the township roads but the township tractor still has problems running at full throttle and needs to be repaired. Dave will try to get it fixed.

Under Communications, a notice about an MPCA proposed rules amendment was reviewed. A message from a resident on Taylor Lane about loose dogs in his yard digging holes and urinating on his vehicles was discussed. He called the Sheriff Department and was told that he needed to call the township and get an ordinance passed about loose dogs. The 3rd quarter Brainerd Fire Department incident report was reviewed.

Under Administrative Business Doug made a motion to allow township officers to attend the fall meeting of the Crow Wing County Association of Township Officers on October 28, 2019 at 7:00 PM at the Law Enforcement Center in Brainerd. Greg seconded, motion passed 3-0. The chairman signed the Sourcewell Comprehensive Plan Agreement that was approved last month. Doug made a motion to allow the township clerk to attend the Presidential Primary information meeting on October 9, 2019 at 6:30 PM at the Crow Wing County Land Services Building. Greg seconded, motion passed 3-0. The Road Mileage Certification for 2020 from Crow Wing County was discussed. There has been no change from 2019 and the clerk will send the report to the Crow Wing County Highway Department.

The clerk provided the supervisors with a spreadsheet of the past three years township budget history and approved budgets for 2016-2020 to review. The supervisors will review and approve a budget at the next meeting.

A motion was made by Doug to approve the minutes of September 10, 2019, seconded by Greg. Motion passed 3-0.
