Crow Wing Township Planning Commission Meeting
May 13, 2019 6:00 PM

Commission Members Present: Brad Arnold (Chair), Dan Lee, Linda Schuety, Paul Stephany, Justin Burslie (Planning & Zoning Administrator), Doug Kern (Township Supervisor) and Duane Ruona (Township clerk).

Brad called the meeting to order at 6:00 PM and the pledge to the flag was recited.

There were no public hearings.

Additions to the agenda: comprehensive plan discussion.

Open Forum-nothing.

Linda made a motion to accept the minutes of the April 8, 2019 meeting as written. Seconded by Dan. Motion passed.

New business. Under the Fletcher property update, Doug and Justin visited the Fletcher property at 5:00 pm today. The entire Planning Commission will visit the property in approximately 60 days. Progress has been made. The old hammermill has been replaced and the new one is much quieter than the old one. Currently the regrinding of material is down to a few hours a week. Shawn will continue to work on the berm, trees and vegetation. No concrete crushing is allowed on-site.

The Bigwoods Conditional Use Permit was discussed. Timber storage is currently beyond the edge of the building along Business 371. Some items of concern that were listed in the CUP are: 1. Continue to maintain the fence. 2. Material Storage setback needs to be followed. 6. Landscaping and Drainage: the retention pond needs to be cleaned out. Trees that died need to be replaced. 10. There is a 13-foot high limit to storage piles. 11. There is a 15-foot setback on the Business 371 side. There appears to be a problem with removing sawdust from the site. Justin will send a letter to Bigwoods about the items of concern on the CUP.

Administrative Fine Discussion. The current $10 administrative fee per month for land use violations is not working. Should the fee be increased? The administrative fee covers clerk's time and expenses only. After discussion it was determined that adding penalty costs will not work. The township needs to get their attorney involved to get compliance.

Old Business. There has been no change at the Chad Jillson property. It is still under court ordered cleanup. The Engholm property may be sold in the near future. Wade Tomberlin is making progress on his cleanup. The Markuson property was cleaned up by Crow Wing County.

The Comprehensive Plan update was discussed. There are several options available to update the plan depending on how detailed the update becomes. Justin has asked his planners at Sourcewell to put together a proposal for the township.

Paul attended the Planning Commissioner workshop in Albertville on April 25, 2019. He felt that it was a good learning experience.

Justin said there have been three new permits issued this year. One land split, a new solar panel system, and one rezone.

Dan made a motion to adjourn, Linda seconded, meeting adjourned at 7:10 PM.
