REGULAR MEETING, TUESDAY, January 22, 2019 6:00 pm CROW WING TOWN HALL
Board Members Present: Chairman Greg Smith, Supervisor Doug Kern, and Clerk Duane Ruona.
Greg called the meeting to order at 6:00 pm and the pledge to the flag was recited.
There were no gopher bounties.
Under new business the PERA correction was discussed. The employee amount of PERA deducted from employee wages from January
1, 2015 through December 31, 2018 was 1.5% too much. When the payment to PERA is made, their system takes the gross payroll
and calculates the total due. After discussion Greg made a motion to proceed with the PERA correction to the affected employees
paid from the General Fund. Doug seconded, motion passed.
The Planning Commission report was presented by Doug. There are two recommendations to the Town Board from the planning
Commission this month:
1. Adopt the 2019 fee schedule attached. The proposed modifications more closely align the township's land use fees with
the county's land use fees. The adjustments also better align the fees with the costs incurred by the township for processing
specific applications. After discussion, Greg made a motion to accept the 2019 fee schedule as presented. Doug seconded,
motion passed.
2. Adopt updated land use permit application attached. The planning commission recommends adding a checklist item regarding
access for new commercial businesses on township roads. Although most commercial properties are/will be accessed via county
and state roads, there may be unique instances where commercial developments are proposed to be accessed via township roads.
Such developments should be reviewed on a case-by-case basis and improvements to local roads may be necessary at the cost
of the developer. Greg made a motion to accept the proposed land use permit application. Doug seconded, motion passed.
Under new business it was recommended that the township send out a newsletter to all township residents informing them
about land use permits, replacing mailboxes, recycling rules, accumulating debris on property, five-year road plan, website
information, cemetery information, park and town hall rental and contact information for township officers.
Under road issues the commercial entrance off North Koering Road was discussed. The township normally pays for the culvert
required for a residence driveway. This entrance will need to be large enough to handle semi trucks. After discussion it
was determined that the township should pay for the normal length culvert and anything above that should be paid by the business.
Payroll was reviewed and approved.
A motion was made by Doug to approve the January 8, 2019 minutes, seconded by Greg. Motion passed.
