Regular Meeting February 13, 2018 6:00pm Crow Wing Town Hall

Board Members Present: Chairman Greg Smith, Supervisor Doug Kern, Treasurer Sue Kern, Clerk Duane Ruona.

Greg called the meeting to order at 6:00 PM and the pledge to the flag was recited.

There were no gopher bounties.

The Chad Jillson violation was discussed. Greg, Brad and Duane met with Township Attorney Dan Hawley on February 5, 2018 about recent events which resulted in Mr. Jillson being incarcerated. Mr. Hawley recommends waiting on further action against Mr. Jillson until the current legal situation is resolved. Brad will contact the neighboring property owners to update them about the situation.

There has been no new information on the Engholm property. Brad has received a call about Wade Tomberlin burning garbage. There has been no new information about the Dillon and Copa violations. Greg will follow up with West Brainerd Autoservice about towing the Neelan vehicle parked in the right-of-way. Justin Burslie couldn't find a building permit for the garage being built at 6670 Brandon Way and will send a letter to Richard and Patricia Ryan. The clerk was directed to send a second letter to Lonette Martin at 6876 Wels Avenue about the items in the right-of-way.

The letter from the Minnesota Department of Agriculture concerning possible agricultural chemical contamination at the Creameries Blending/Big Woods property was discussed. No action needs to be taken at this time. Brad reminded the Board that the NJPA Planning and Zoning Services Agreement will need to be renewed and discussed at the annual meeting.

The Board audited the receipts and disbursements for 2017 and selected several items at random to examine the checks and related documents. There were no irregularities found. The 2017 Board of Audit form was signed and will be posted for the public.

Greg made a motion to approve Darlene Jillson, June Hunter and Chuck Nelson to act as Township absentee election judges and election judges on March 13, 2018 and approve attending any necessary training. Doug seconded the motion. Motion passed.

Treasurer's report and claims were reviewed and approved.

The Local Board of Appeal meeting will take place at 10:00 AM on April 26, 2018 at the town hall.

Doug made a motion to appointed Randy Powers to serve in his place on the Board of Canvas following the March 13, 2018 election. Greg seconded, motion passed.

The Affidavit of Official Interest in Claim for cemetery work performed by Doug was discussed. The Town Board will meet on March 6, 2018 because of the township election on March 13, 2018.

A letter was received from MATIT about the storage shed contents coverage. The new deductible of $1,000 is the same as the contents value of $1,000. The clerk will check to be sure the sweeper is listed separately or increase the contents amount to cover the cost of the sweeper.

Township bank account balances were discussed. There is a maximum amount that is insured by the FDIC and the township balance may be over that limit at one of the banks. Greg made a motion to transfer funds from Brainerd Savings and Loan to the Crow Wing Power Credit Union account that are in excess of the federally insured amount so neither account is over the federally insured amount. Doug seconded, motion passed.

Greg made a motion to approve the minutes as written from January 23, 2018. Doug seconded, motion passed.

Meeting was adjourned at 8:00 PM.
