Crow Wing Township

Planning Commission Meeting May 8, 2017 6:00pm

Commission Members Present: Brad Arnold (Chair), Dan Lee, Doug Kern, Justin Burslie (Planning & Zoning Administrator), Greg Smith (Township Supervisor), Duane Ruona (Town Clerk)

Brad called the meeting to order at 6:00 PM and the pledge to the flag was recited.

There were no public hearings.

Brad asked if there were any additions or deletions to the agenda. There were none.

Doug made a motion to accept the minutes of the April 10, 2017 meeting. Seconded by Dan. Motion passed.

Under new business the Junk Violation Ordinance from Windemere Township, Pine County Minnesota, was reviewed. Their ordinance goes into greater detail on items in violation than the Crow Wing Township ordinance. The Penalties and Violation Enforcement procedures in their ordinance are also more detailed in spelling out the steps taken to resolve violations. After much discussion, Brad asked the Planning Commission members to review the Windemere Township Ordinance and come to the next Planning Commission meeting with recommendations for updating the Crow Wing Township ordinance.

The Chad Jillson violation was discussed. There has been no response to the letter that was sent on April 12, 2017 requesting that the mobile home be removed from the property. Nothing has been moved and Brad will try to contact Mr. Jillson about the violation.

The Wade Tomberlin property violation was discussed. Brad visited the property per the previous correspondence that was sent to Wade. Mr. Tomberlin has been cleaning up near the fence. The outhouse has been moved and is in compliance with the state permit. It appears that progress has been made to clean up the property. Wade asked Brad to give him a list of the current items in violation and he will take care of it.

The Martin Copa violation was discussed. There have been no improvements to the property and it appears more items have been brought in. It also appears that items are being buried on the property. Employees from the MPCA were onsite in the past, but felt threatened so nothing was done. Greg stated that the MPCA is reviewing the situation.

The Jamie Markuson property was discussed. It is currently in the 60 day redemption period. After that expires, the county will clean up the property.

Paul Stephany was present to learn about the Planning Commission. He is interested in completing the vacancy created by Doug Kern's appointment as Supervisor on the Town Board. Justin mentioned that there is a training class in Little Falls for new planning commission members. Doug made a motion to recommend to the town board that Paul Stephany complete the term vacated by Doug Kern. Brad seconded, motion passed.

Dan made a motion to adjourn, Doug seconded, meeting adjourned at 7:45 pm.
