Regular Meeting May 23, 2017 6:00pm Crow Wing Town Hall
Board Members Present: Chairman Greg Smith, Supervisor Dave Schultz, Supervisor Doug Kern, Clerk Duane Ruona.
Greg called the meeting to order at 6:00 pm and the pledge to the flag was recited.
There were no gopher bounties.
A Citizen Complaint about the Engholm Property at 7193 Barrows Avenue was reviewed. Steve Engholm has called the clerk
and said he would call Brad Arnold about the cleanup process. Brad has not heard from Steve and will try to contact him.
The clerk will send a letter to Steve informing him that there is another complaint and he needs to show some progress in
cleaning up the property. There has been interest in purchasing the property, and he will be informed that the violation
will stay with the property and the new owner would become responsible for the cleanup.
Dave attended the Fire Advisory Board meeting in Brainerd. Dave stated that they were $92,000 under budget for 2016 and
the surplus remains in the fire fund. The Board voted to allow the Fire Department to purchase a new boat to replace the
Hovercraft. Dave questioned the response time to a Costco alarm because he had heard that it was 23 minutes and Chief Holmes
responded that they were onsite 11 minutes after the call was received at the Fire Department.
The Planning Commission vacancy was discussed. There has only been one person interested so far. The position will remain
posted until the next town board meeting. Brad reported that Justin Burslie will not be at the town hall this Wednesday,
May 24, 2017. NJPA will pay the registration fee for Planning Commission members to attend workshops that are taking place
this summer.
The Chad Jillson property violation was discussed. Brad has gotten no response to his phone messages left with Chad.
Dave received 2 more complaints about the property on the same day. It appears that someone is living in a motorhome on the
property. Because there has been no response to the April 12, 2017 letter, the clerk will contact the law firm that has been
used previously to initiate legal action about the removal of the mobile home.
Brad is working on a letter to Wade Tomberlin listing the items that need to be cleaned up. Nothing appears to have been
done at the Dillon property. The Josh Neelan property was discussed. He has stated that he is buying and selling the items
that are stored on his property. This could be considered a home business and regulated as such.
George Burton presented a request to block the road near his residence on August 19th. Greg made a motion to allow Lone
Oak Road to be blocked off for an hour on August 19, 2017. Seconded by Dave, motion passed.
Dave presented the road report. He has swept all the roads. The Sweepster brushes are nearly worn out. Dave found replacement
brushes online at a cost of $507.73 plus freight. Dave got a price from U.S. Equipment Sales for $510.00 plus freight. Dave
made a motion to purchase replacement brushes for the Sweepster from U.S. Equipment Sales for $510.00 plus freight. Doug
seconded, motion passed. Dave will contact Dale's Excavating to see when he will do the shouldering on 50th Avenue. Anderson
Brothers has not returned to finish the crack sealing on township roads. Greg will talk to Lake Edward Township about how
they do their crack sealing with the equipment they have and how many people it takes to use the equipment. Dave has fixed
the washouts on the shoulders at the end of Cook Road. Elite Underground is installing cable for CTC and has damaged the
shoulder on 50th Ave. Brad will contact Eli at Elite about repairing the damage. Muskrats have caused damage under the road
at the end of 50th Ave. Dave will contact someone to trap the muskrats.
Correspondence was reviewed. MAT Summer Short Courses and township officer's membership cards were reviewed. The MAT
insurance coverage documents were reviewed.
Payroll was reviewed and approved.
The clerk met with Doug Morris of the Crow Wing County Solid Waste Office to review the recycling funds budget. The amount
will remain the same for 2018. The reports for the recycling program were reviewed. Doug talked about community cleanup
days that have been done in the area and various options that the township could consider.
Town Board members completed the signature cards for Crow Wing Power Credit Union.
Greg made a motion to approve the minutes from May 9, 2017. Doug seconded, motion passed.
