Crow Wing Township Planning Commission Meeting
November 14, 2016 6:00pm

Commission Members Present: Brad Arnold (Chair), Linda Schuety, Dan Lee, Doug Kern, Justin Burslie (Planning & Zoning Administrator), Greg Smith (Township Supervisor), Duane Ruona (Town Clerk)

Brad called the meeting to order at 6:00 PM and the pledge to the flag was recited.

Dan made a motion to accept the minutes of the October 10, 2016 meeting and Linda seconded the motion. Motion passed.

The Shequin Drive gate was discussed. The gate appears to be on Potlatch property. Potlatch allows gates on leased land used for hunting. The snowmobile club has easements from Potlatch for snowmobile trail use on that road. Justin will respond to the citizen that requested information on the gate.

A potential rezone of property owned by Rahn and Stephanie Findley on Greenwood Street was discussed. The 10.3 acre property is currently zoned Rural-Urban Transition. Mr. Findley asked about rezoning the East side Rural Residential 2.5 and the West side Commercial. There was discussion about putting in a platted road to access the residential lots. The current properties to the North and South are zoned residential. Justin will respond to Mr. Findley.

The next item of business was the Wade Tomberlin violation. Wade was in attendance at the last Planning Commission meeting and was told what needs to be done to be in compliance with the land use ordinance. Brad met with Wade at the property the first week of November and part of a fence had been completed but it did not appear that any items had been cleaned up. There have been recent complaints about burning garbage at the Tomberlin property. The Planning Commission set a site inspection for November 21, 2016 at 4:00 PM to review the progress made on the cleanup. Commissioners Dan Lee and Doug Kern will do the inspection. A letter will be sent to Wade to inform him of the inspection date. The 60 day timeframe to complete the cleanup is December 10, 2016.

The Fuchs/Juaire property violation was discussed. The cars have been removed and it appears that some of the items have been removed. Justin will contact Wesley Juaire about completing the cleanup.

Justin gave his P&Z report on seven permits issued in the past month for new homes and other structures. A sign permit for Ace Auto was also received. A sewer inspection by Jeff Brummer instead of Maschler Septic Consultants was performed on a new septic system because of a conflict with the prior inspection last February. Justin will invite LouAnn Maschler to a Planning Commission meeting in the future to discuss the township's expectations on sewer inspections. Justin had a property owner ask about removing abandoned vehicles that were placed over the neighboring property line. Justin also received a request to place a shipping container on property in Barrows. He will check with Crow Wing County to see if they are allowed. The township has nothing in its Land Use Plan about the containers, so they will be allowed as a permitted use.

Dan made a motion to adjourn, Linda seconded, meeting adjourned at 7:40 pm.
