Planning Commission Meeting May 9, 2016 6:00pm

Commission Members Present: Brad Arnold (Chair) Dan Lee, Linda Schuety, Zach Rogers, Justin Burslie (Planning & Zoning Administrator), Greg Smith (Town Board Supervisor), Susan Amick (Town Clerk)

Call to Order 6:00pm

Brad called the meeting to order and the pledge to the flag was recited.

First item of business was a public hearing for rezoning application 16-4412 to rezone a 40 acre tract of land from Agricultural/Forestry to Rural Residential 2.5, located at 8417 50th Ave Brainerd, MN owned by Frederick & Darlene Jillson. Due to conflicts with the township's future land use map designating this property as a low density preservation area which states one dwelling per 10 acre maximum, discussion was had about the alternative option of rezoning to Rural Residential 10. Dan made a motion based on the findings of fact along with the approval of the property owners to recommend the town board approve rezoning application 16-4412 from Agricultural/Forestry to Rural Residential. The motion was seconded by Linda. The motion carried to recommend to the town board to rezone with a minimum of 10 acres with the findings of fact, the recommendation will be submitted to the town board at the next evening's meeting (May 10).

Zach Rogers shared that due to his new job schedule he will be unable to serve on the planning commission after this meeting. Zach has served on the commission since 2010. The matter will be shared with the town board.

Dan made am motion to accept the minutes with the clarification of line 21 inserting Dan as making the motion in question. Linda seconded the motion. Motion passed.

Justin shared that he drove by Josh Neelan's property today and the situation was mostly unchanged, but some work was being done. Justin plans to inspect the property Wednesday, May 11th to inspect it. Brad or Linda will plan to accompany him.

The property violation of Jamie Markuson was discussed. The town clerk with the counsel of an attorney sent a cease & desist letter to him giving him through May 30th to discontinue living on the property and remove all belongings, legal action will be taken after that time.
A complaint came in regarding a blue bus with people living in it on the property of Joe Rackow. The issue will be brought to the town board tomorrow night regarding the matter.

Brad received a resident call regarding the property violation of Wade Tomberlain, not a formal complaint, just an update of noted activity there.

Justin gave the P&Z Administrator's report. In April there were 4 new single dwelling permits & 8 permits for other structures.
