Planning Commission Meeting April 11, 2016 6:00pm

Administrator), Greg Smith (Town Board Supervisor), Susan Amick (Town Clerk)
Call to Order 6:00pm
Brad called the meeting to order and the pledge to the flag was recited.
Arlene Jillson and her son Paul were present to request that their property be rezoned to Rural Residential from Rural
Ag so it can be subdivided. Justin explained to the family the process required, which include the need to get it rezoned
at a public meeting at the May 9th planning commission meeting, and obtain a legal description of the property by a surveyor
& provide proof of a sewer inspection.
A public hearing was conducted regarding a land use ordinance amendment application 16-4406 regarding Article 6. Crow
Wing Township is proposing to amend Article 6 Planning Commission of the Crow Wing Township Land Use Ordinance; the proposed
amendments remove the maximum amount of consecutive terms able to be served and removes language regarding Commissioner Districts.
The commission members discussed the language in the ordinance and made clarifications. Zach made a motion to recommend
the proposed changes to the ordinance amendment in section 6.2 A that the language shall reflect the commission shall consist
of 5 members & one member may be a member of the town board and in section 6.3 B changing the writing from stating that
up to two members shall be subject to appointment each year to now read that it shall be up to three members instead. Linda
made a motion to accept the minutes with clarifying corrections, Dan seconded the motion. Motion passed.
The matter of Jamie Markuson's property violation on 10109 Heron St. was discussed. A letter had been sent to him previously
to attend the planning commission meeting or to contact a member to provide proof that he has a legal sanitation plan &
driveway plan in addition to discussing the complaint against his property. Mr. Markuson has not contacted any commission
members, nor did he attend the meeting. Options were discussed by the members as to future action to take regarding the matter.
The commission will refer the matter to the town board requesting a cease & desist order stating Mr. Markuson has 30
days to vacate the property; letter to be served by the sheriff.
Josh Neelan had been contacted by letter & email by Justin in advance regarding a property inspection by commission
members to take place immediately preceding this meeting. The members went to his house at the assigned time but Mr. Neelan
was not there. Mr. Neelan will be billed for the inspection. Justin or Brad will attempt to contact Mr. Neelan regarding
the matter stating Mr. Neelan needs to attend the Town Board meeting this month on the 25th and also inform him that the next
inspection meeting will include taking photos of the property to use in pursuing legal action regarding his violation.
Justin gave his PZ report on permits issued in the past month for new homes and other structures.
