AWAIR TRAINING, PLANNING COMMISSION/TOWN BOARD REGULAR MEETING, TUESDAY, April 9, 2019 5:30 pm CROW WING TOWN HALL

Board Members Present: Chairman Greg Smith, Supervisor Dave Schultz, Supervisor Doug Kern, Treasurer Sue Kern and Clerk Duane Ruona

Greg called the meeting to order at 5:30 pm and the pledge to the flag was recited.

The annual AWAIR safety meeting occurred with the township recycling employees, planning commission members and town board members present as per the attached roster. Greg shared a review of the purpose of the workplace accident and injury reduction program with those present by reading aloud the important points, details, & instructions pertaining to the employees. Topics such as workplace safety, hazardous materials, accident/injury related information, etc. was covered. The first aid kit in the shed will be brought up to date. The board welcomed feedback & suggestions for improvement from those present. The AWAIR meeting adjourned at 5:45 pm.

The joint Planning Commission/Town Board meeting discussed the current land use violations. Josh Neelan was present at the Planning Commission meeting on April 8, 2019 with questions and was encouraged to attend the Town Board meeting. Chad Jillson talked to Brad and said he is working on cleaning up his property. The Planning Commission will be reviewing the township comprehensive plan and there is a grant available from Sourcewell that can be used to pay for part of the cost. The land use training in Albertville on 4/25/2019 and 5/9/2019 that is available to Planning Commission members was discussed. Greg made a motion to approve the training for Linda Schuety and Paul Stephany. Doug seconded, motion passed 3-0.

The regular town board meeting began at 6:05 pm.

There were no gopher bounties.

Josh Neelan, member of the BMX track board, was present to discuss BMX track signage. They want to know if a sign can be installed at the intersection of Town Hall Street and Barrows Avenue to direct people to the BMX track. Josh was directed to contact Dave when the sign is received so it can be installed correctly.

Josh was informed about items in the right-of-way at his property. The 33 foot right-of-way from the centerline of the road needs to be kept clear. Greg has contacted a towing company and vehicles will be towed if they are in the ROW. Josh wants to widen his driveway on Depot Street. He will clear up the ROW and then come back to discuss the driveway. Wade Tomberlin was at the meeting to talk about the status of his property violation. The six items in violation listed on the letter of January 16, 2019 were:
1. Provide a copy of your current sanitary septic certification
2. Provide a copy of a current bill for waste pickup
3. Provide a copy of titles for vehicles stored on your property
4. Install the blue Crow Wing County address sign
5. Provide proof that the recycling dumpster has been properly removed from your property
6. Sofa and miscellaneous debris must been removed from the yard
Wade will take care of these before the May 28, 2019 Town Board meeting. Wade complained that his neighbors are stacking items against his fence.

Chad Jillson talked to Brad last night. He is working on cleaning up stuff on his property. He will keep working on getting rid of the mobile home. Greg took pictures of the Martin Copa property to be forwarded to the MPCA. There has been no contact from Steve Engholm about the status of that property. The clerk will contact Justin about increasing the monthly administrative fee for land use violators.

Newsletter information was discussed. A sentence about keeping the 33 foot road ROW clear of all items will be added to the Planning Commission section. Greg will send the clerk information about mailbox supports to be added to the newsletter. A sentence will also be added that mailbox supports will be replaced when a road is reconstructed. The township can purchase mailbox supports from Roland Tougas, Central Minnesota Seeding, for $60 each. He will also install the supports for interested individuals. Doug made a motion to sell mailbox supports to township residents for one-half the township's cost. Greg seconded, motion passed 3-0. Dave made a motion to buy 20 mailbox supports from Central Minnesota Seeding to keep on hand for township residents to purchase. Greg seconded, motion passed 3-0.

Dave made a motion to use Lakes Printing to produce and mail out the township newsletter and submit the cost to Sourcewell's Small Project Partnership Funding for partial reimbursement. Doug seconded, motion passed 3-0.

Public comments. The culverts at the east end of Lone Oak Road need work. One is pushed up and creates a bump in the road and another is being washed out and has settled. Dave will check them out. There is an oak tree at the cemetery that needs to be removed. Gerry and Doug will take care of it.

The road tour has been postponed to 8:00 am on Friday, May 3, 2019.

Treasurer's report and claims were reviewed and approved.

Under communications a letter from attorneys Couri & Ruppe soliciting business was reviewed. The Brainerd Fire Department first quarter incidents report was reviewed. Electronic recycling was discussed. The phone and website for JKL Recycling are not active. Doug will check on another person for the electronic recycling.

Road Report. There is a vehicle parked in the ROW at 9068 110th Street. Greg will drive by and get the vehicle information for the towing company. The Bigwoods holding pond has debris in it and needs to be cleaned out. Brad will bring the issue to the Planning Commission for review of the CUP. There are 10 items in the ROW at the Josh Neelan property. The house south of the Neelan property has items in the ROW. The clerk was directed to send a letter to Crow Wing County about cleaning up the tax forfeited property at 10109 Heron Street. Greg will talk to the sheriff's office about the process for filing complaints about violators.

Dave made a motion to adopt Resolution 2019-02, authorizing Doug Kern to work with the cemetery for next year. Greg seconded, motion passed 2-0, Doug abstaining. Doug made a motion to adopt Resolution 2019-01, authorizing Dave Schultz to work with the roads for next year. Greg seconded, motion passed 2-0, Dave abstaining.

A motion was made by Doug to approve the March 26, 2019 minutes, seconded by Dave. Motion passed 3-0.
