REGULAR MEETING, TUESDAY, February 12, 2019 6:00 pm CROW WING TOWN HALL

Board Members Present: Chairman Greg Smith, Supervisor Doug Kern, and Treasurer Sue Kern

Greg called the meeting to order at 6:00 pm and the pledge to the flag was recited.

There were no gopher bounties.

Under new business Doug reported on the Planning Commission meeting held on Monday, February 11, 2019. Permits from 2007 forward were presented for review. Craig Rakowski wanted to change the location of his house that he is building from where it was located on the permit that was approved previously. For Sourcewell to pay 50% of the cost the newsletter would have to be sent out by July 1, 2019. The Planning Commission reviewed a copy of the Crosslake Comprehensive Plan that Sourcewell helped put together. The Commission recommended just doing an update to the existing Crow Wing Township Comprehensive Plan.

Dave's comments about the Fee Schedule for New Construction Residential was discussed. The original wording was "3001 s.f and greater Ground Cover : $1000" followed by "Each additional 1000 s.f. Ground Cover: $250" The new wording is "3001 s.f to 4000 s.f. Ground Cover : $1000" followed by "Each additional 1000 s.f. Ground Cover: $250" The change was to match Crow Wing County's fee schedule.

Under unfinished business there was no new information on property violations. The Planning Commission discussed the history of the Engholm property. Still waiting for the sale of the property.

The Treasurer's report and claims were reviewed and approved. The Minnesota Benefit Life Insurance renewal was discussed. Greg made a motion to keep the life insurance the same. Doug seconded, motion passed.

The road snow plowing was discussed. The plowing of Leaf Lane off Ravenswood was the only complaint received. Greg had a large map that showed township roads by number, not name. He is going to contact MnDOT about getting an updated map.

Under Public Comments the question was raised about Dave getting paid while he is out of state. He gets his base salary of $65 because he still gets phone calls and emails about township business. At one time a record of all time spent on phone calls and meetings with residents was tracked and paid by the hour. The salary was approved as a way to simplify tracking all the individual items.

Correspondence was reviewed. Donation requests from the Crow Wing County Fair Association, Lakes Area Pregnancy Support Center, Crisis Line and Referral Service, and Crow Wing County Historical Society were reviewed. They will be presented at the annual meeting. A letter from the Crow Wing Soil and Water Conservation District regarding the administration of the Minnesota Wetland Conservation Act of 1991 was reviewed. Soil and Water will no longer administer the WCA, Crow Wing County will administer the WCA after March 31, 2019.

The local Board of Appeal and Equalization meeting for Crow Wing Township will be held at 10:00 AM on April 25, 2019.

There was discussion about the township newsletter that will be sent to all township residents informing them about land use permits, replacing mailboxes, recycling rules, accumulating debris on property, five-year road plan, website information, cemetery information, park and town hall rental and contact information for township officers. Each township department will write up a brief summary of their area and have it ready by the first town board meeting in April.

A motion was made by Doug to approve the January 22, 2019 minutes, seconded by Greg. Motion passed.
