December 1, 2009  Regular Meeting

                                                                                   

The Crow Wing Township Board of Supervisors held its Regular Meeting on Tuesday, December 1, 2009 at 7:00 p.m. at the Crow Wing Town Hall.  Present were Chairman Greg Smith, Supervisors Mark Platta and Dave Schultz, Clerk Virginia Rogers, Treasurer Susan Goodew and those on the attached public roster.

 

SPIRIT HORSE CENTER

 

Greg had received a complaint about the traffic in and out of Spirit Horse Center. The resident reported having come close to an accident with a vehicle exiting the center. Discussion followed. It was determined that the mailboxes cannot be moved to the other side and that the driveway does not have any real visibility issues. No motions were made.

 

COUNTY LAND EXCHANGE

 

A notice of a proposed land exchange between Joe Schommer and Crow Wing County had been received. Joe owns a 40 acre parcel in Section 25 and wishes to trade for a parcel of land in Section 32 of the township. Brad Arnold expressed concern that the county has a resolution stating that land exchanges must be of equal value. He himself tried to trade property for the same parcel and has attempted to do so for 15 years. He was told that since the public land is on high ground and a paved road, it could not be traded for low ground or a parcel not directly on a road. The resolution would back this up. Brad has spoken with Kirk Titus at the land department and he was not familiar with the resolution. Mark made a motion to indicate opposition to the trade, based on the fact that it is not a equal trade due to fact that one parcel is not accessable to the public and is landlocked. The other parcel is easily accessible to the public from the roadway. He cited the 2002 resolution that would require a trade of equal value. The motion was seconded by Greg. The motion carried by unanimous vote. Ginny will send a letter and a copy will be sent to Phil Trusty.

 

Dave shared some information about the possibility of accepting bags of garbage at the recycling center. Prices for bags and dumpsters were considered. Greg will stop by Waste Management to get more information on what it would cost if we were to get an additional dumpster and Susie will check the Waste Management bill when it arrives to see what we are paying now. Colored bags would be used, possibly in two different sizes.

 

SAND CREEK PLAT

 

Ginny was asked to contact Ed Mattson again, this time by mail, making sure he understands that unless the signs are installed in the plat of Sand Creek before the ground freezes, the roads will not be taken over until spring. The signs will cost $150 each for a total of $450 if the township installs them. The $1500 maintenance fee must also be submitted. He should contact Dave if he wishes to arrange for signs.

 

Dave gave the road report. The truck will be taken to Southside Auto for the electronic repairs that are needed.

 

The road and bridge fund receipts and disbursements were reviewed.

 

BIG WOOD TIMBER

 

A bill received from the township attorney for the month of October included more than $1000 in charges related to Big Wood Timber, much of which was generated due to contact from their attorney. It was decided that a copy of that bill should be sent to Big Wood Timber and that they will be required to pay for their portion of this bill by the December 22nd meeting when the board will vote on their new Conditional Use Permit.

 

It was decided Peter should be instructed not to accept phone calls or respond to email received directly from those not on the town board or with CGI. The motion was seconded by Mark and carried by unanimous vote.

 

The minutes of the November 24, 2009 Regular Meeting were read and amended. Mark made a motion to accept the minutes as amended. The motion was seconded by Greg and carried by unanimous vote.

 

Correspondence was reviewed and claims were approved and paid.

 

The meeting was adjourned at 9:45 p.m. by general consent.
