Crow Wing Township

Planning Commission Meeting; January 9, 2017 6:00pm

Commission Members Present: Linda Schuety (vice-chair), Dan Lee, Doug Kern, Justin Burslie (Planning & Zoning Administrator), Greg Smith (Township Supervisor), Duane Ruona (Town Clerk)

Linda called the meeting to order at 6:00 PM and the pledge to the flag was recited.

Dan made a motion to accept the minutes of the November 14, 2016 meeting and Doug seconded the motion. Motion passed.

Bruce Darkow and Taylor Fitterer were in attendance to present information concerning the possibility of locating a shrimp production facility in the Township. The subject property is currently zoned Agricultural/Forestry. Shrimp Production Facility (or something similar) is currently not listed in the land use ordinance as an allowed use. This would be an organic facility raising White Pacific Shrimp with no retail operations at the facility. The facility would have a security gate with no visitors allowed in the facility to prevent the chance of contamination. There would be a 200 foot by 700 foot production building and a 100 foot by 200 foot support building. The production building would have 29 tanks with each tank holding 33,000 gallons of salt water. There would also be a covered 100 foot by 200 foot lined pond where the tank water sludge would be moved after the shrimp are harvested every two months. The water would need to be replaced every two years in each tank. The water is then run through a desalinization process and the resulting sludge could be used for fertilizer and the clean water returned to the land. There would not be anything near the odor of a dairy or hog operation. Four trucks a week would come in to the facility and there would be 8-10 employees to start. Mr. Darkow said it would be a production agriculture facility similar to raising hogs, beef, dairy, or chickens. Justin said it was a similar situation to when Safari North came to the township. They applied to amend the land use ordinance. After discussion, Justin was directed to send Mr. Darkow the application for amending the ordinance.

Justin gave his P&Z report on six permits issued since the last meeting. Five were for structures and one was for signage.

Linda made a motion to adjourn, Doug seconded, meeting adjourned at 7:30 pm.
