Planning Commission Meeting August 8, 2016 6:00pm
Commission Members Present: Brad Arnold (Chair), Linda Schuety, Justin Burslie (Planning & Zoning
Administrator), Greg Smith (Town Board Supervisor), Duane Ruona (Town Clerk)
Call to Order 6:00pm
Brad called the meeting to order and the pledge to the flag was recited.
First item of business was a public hearing regarding Rezoning Application 16-4434 to Rezone Four Tracts from Residential
to Commercial 2 for property owned by Jerome Callahan. Because of the minimum lot size requirement of 100,000 square feet
for Commercial 2 zoning, there was discussion about adding additional lots to the application. Public comments on the zoning
request were heard. Questions were asked about possible future use of the property and were told the current parcels that
are grandfathered in as Commercial 2 could be used for the same purpose, but by combining the lots, there would be more of
a buffer zone between the possible commercial uses and residential property. Depending on the commercial use of the property,
a Conditional Use Permit may be required. By adding lots to the initial request, the Rezoning Application would conform to
current standards. If a residence was to be added at a later date, additional property would be required to maintain the
100,000 square foot Commercial 2 requirement. A survey would be required if the lot lines were changed to be able to add a
residence.
Jerome Callahan was agreeable to an amendment to Rezoning Application 16-4434 that adds three tracts resulting in a total
of 115,892 square feet. Linda made a motion based on findings of fact to recommend the town board approve rezoning application
16-4434 from Residential to Commercial 2. The motion was seconded by Greg. The motion carried and the recommendation will
be submitted to the town board at the next meeting on August 16, 2016.
Greg made a motion to accept the minutes of the May 9, 2016 meeting and Linda seconded the motion. Motion passed.
The Planning Commission vacancy created by the resignation of Zach Rogers, was discussed. Doug Kern was in attendance
and expressed interest in the position. After discussing, the members agreed to make a favorable recommendation to the town
board to appoint Doug Kern to the vacant position on the Planning Commission.
The matter of Chad Jillson's property was discussed and Brad has talked to Mr. Jillson and the adjoining property owners
and was told the problems would be resolved.
The Norma Krause property that was damaged by fire has been sold and the new owner will be notified of the previous letters
that were sent regarding property clean-up.
The matter of Jamie Markuson's property violation on 10109 Heron St. was discussed. Mr. Markuson has not contacted any
commission members, nor has he attend any recent meetings. The contract for deed with Crow Wing County will be investigated
to see what options are available to the township as far as cleanup of the property.
Justin gave his PZ report on permits issued in the past month for new homes and other structures.
